About NTUC Job Re-creation

NTUC first started an Employment Assistance service during the recession in 1997. In the early days, we offered the assistance on a part-time basis, drawing upon the resources of our Industrial Relations and Skills Development Departments, and our network with employers.

As Singapore encountered the second recession in 5 years and the pace of restructuring raced ahead, we decided to enhance the service into a modest, full-time one. On 14 February 2002, NTUC Job Re-creation was born. In its first nine weeks of operation, NTUC Job Re-creation successfully helped 157 retrenched workers find new jobs. The centre was officially declared open on 26 April 2002 by Mr Lim Boon Heng, NTUC Secretary-General and Minister in the Prime Minister’s Office.

Job Re-creation has come a long way since its inception as a one-stop centre to help retrenched and unemployed workers in their job search. Over the years, the average placement rate has been climbing steadily, showing the benefit of growing experience in this work. In 2001, Job Re-creation placed 252 people. In 2002, we improved to 1,001 placements. 2003 saw an increase of 50 percent at 1,500. This year with the setting up of CareerLink @ ntuc & wda, we are targeting for 4,000 placements.

In Job Re-creation, we help job-seekers help themselves. We adopt different strategies to help job seekers seek out job opportunities, and to assist employers get the right person for the job. One of these strategies is 'train and place' workers - help workers acquire new skills and place them in suitable jobs. We provide the link.

Seizing opportunities for job-seekers

Through our tie-ups with companies and various portals such as AsiaOne Careers and other job portals, we know where the jobs are and how to help workers get them. The service we provide is not confined to merely job matching but also a more in-depth approach to job placement through our job centre at CareerLink@ntuc & wda. It includes building up a wide network of employers to ensure a robust job bank, providing career counseling, referring workers for further training where necessary and facilitating mindset changes.

Job-matching
The centre provides job-matching and referrals services customized according to your needs, preferences and skills and career coaching/counseling to enable you to proceed with your job search more confidently.
Our officers would also discuss with you on possible courses of action, such as the training courses to help you upgrade your skills, broaden your job options and maximize your chances at getting a job.

Place and Train Now Key Strategy
We helped the unemployed to acquire new skills before placing them in suitable jobs. Participating companies under the place and train scheme are committed to employing the trained workers, thus improving the job placement rate.

Meeting Needs of Employers
We forge close ties with employers and work with human resource personnels in their recruitment. We customize our service to the employer’s needs e.g. advertising job vacancies in Internet portals or the national job databank, screening, as well as pre-selection of job seekers.

Through the Internet portals, we have made several tie-ups with employers. We also work with employers to hold their job recruitment exercises at the centre.
