Individual Initiated Learning (IIL) Programme
The IIL programme serves to help union members who are taking their own initiatives and efforts to train and upgrade, without the support of employers. All union members, regardless of employment status and nationality, will be rewarded with the NTUC Education & Training Fund (N-ETF) Award if they have undergone recognised and certifiable training on their own.

NTUC Surrogate Employer Programme (NTUC-SEP)
On top of the N-ETF Training Award, NTUC also assists employed union members to secure training assistance from the Skills Development Fund (SDF) to defray part of their course fees through the NTUC-SEP programme. By acting as a surrogate employer, NTUC helps eligible union members who do not have their employers’ support to obtain course fee funding assistance.

With effect from 01 Jan 2008, the minimum tenure for membership under SEP will be removed. Union members will no longer need to have at least 6 months membership (3 months for lower income union members) prior to course commencement to be eligible for funding application. This change is applicable for applications received after 01 January 2008 and courses commencing from January 2008.

In order to qualify for the NTUC-SEP, members must meet the following conditions:

  1. SDF Eligibility Criteria
    • Singaporean or Singapore Permanent Resident;
    • Be gainfully employed; and
    • Course with same course title / level / module / semester will be funded only once (if the course has been previously funded through company sponsorship, other surrogate employers and/or any other types of sponsorship, the applicant will not be eligible for further funding.)
    • Achieve a minimum of 75% attendance (per module/semester/course)
    • Sat for all prescribed examinations
       
  2. NTUC-SEP Criteria
    • Must be a union member at point of application submission and course commencement
    • Maintain paid-up union membership throughout entire course duration (including examinations, projects & assessments) and at the time of claim of funding.
    • Attend only one funded course at any one time;

SDF Training Assistance

80% of course fee OR $7* per training hour, whichever is lower

* Different funding rate applies for courses under the Employability Skills System (ESS) Training

Training Allowance under NTUC-SEP for the Lower Income Union Members
To make training more affordable and accessible for the lower income union members, and to encourage more to come forward for training, additional incentives are also provided.

For all new applications received on or after 1 January 2007, for courses commencing on or after 1 January 2007, lower income union members who are taking the NTUC-SEP programme will be eligible for a training allowance of S$5 per hour (based on the number of actual course hours attended) if they fall under any one of the following salary categories:

  • monthly gross income of S$1,500 & below or;
  • monthly basic income of S$1,200 & below or;
  • hourly basic income of S$6.80 & below or;
  • per capita household income of S$450 & below
    (total gross household income ÷ no. of family members staying in the same house)

Each member is subject to a maximum claim of S$9,000 training allowance per year.

Approved Courses under NTUC-SEP
There are more than 600 certifiable courses from approximately 80 approved training institutions supported under the NTUC-SEP. A wide range of courses such as precision engineering, childcare, security, tourism and travel, computer/IT, finance and business etc are available.

Courses conducted by NTUC Learning Hub
NTUC also acts as a Surrogate Employer for union members who take up courses conducted by NTUC Learning Hub. Formerly known as NTUC Computer Training Centre, NTUC Learning Hub provides more than 60 IT courses, soft skills courses and ESS courses for members.
